We are no longer facing an energy shortage, but a system capability gap.
As variable generation scales, grids struggle to balance, absorb and respond in real time. Flexibility is no longer a marginal service. It is core infrastructure.
This shift is now reflected in policy. System operators and TSOs are beginning to treat long-duration flexibility – including pumped hydro – as a system resource rather than a special case. Recent tariff reform efforts and government guidance highlighting pumped hydro are early signals of this broader transition.
The energy transition will be constrained not by generation capacity, but by the system’s ability to perform under stress.
